Can't find this as of 5.0.4.
It looks like all enchants can be done with the Runed Copper Rod.

I was tried to buy it for my enchanter, but for my surprise it wasn't on sale, so I asked in global and a guy told me that he sells it for 500g. Obviously i laughed, and he said that he was camping for buying.

So, that's I wanted to say: if you cand find it on the seller is maybe cause a dumb is camping for resell, like the dumbs that camps the spirit beasts.
