The design for this gem is available when the crafter is Friendly with The Scales of Sand. It is the epic version of Bold Living Ruby (http://www.wowhead.com/?item=24027)

The gem, Crimson Spinel (http://www.wowhead.com/?item=32227,) is attained by trash mobs in Black Temple.

Strength doesn't give any armor, agility does. Strength gives block value.

Update as of 8.3 (BfA): all non-prismatic gems were nerfed to a maximum cap of +6 stats in all content regardless of scaling factors. Wowhead has a display bug where the pre-nerf values are still shown (if you touch the scaling slider the real in-game value will appear).

I'll try get in touch with the Wowhead team to see if this can be fixed as it is a bit misleading for people who are trying to create timewalking sets etc.
