I'm not sure why. But someone seems to buy these in our AH! We have huge volume of them!

Before diminishing returns and assuming you're uncrittable, as a tank you're always better off stacking dodge (Subtle Scarlet Ruby or Regal Twilight Opal) rather than parry for the percentage avoidance you gain. But even after diminishing returns you're still better off stacking either defense or stamina than gems with only parry rating...This applies even for death knight tanks.

After the upcoming 3.2 patch and the huge nerf to dodge, parry will become a viable stacking target for tanks, particularly dks, but until then, I have no idea what's going on in our AH :)
