In my opinion, this gem is much better than the +16 hit rating gem. (Rigid Autumn's Glow).

The hit rating, lets say it increases your chance to hit by 1%, (which I know 16 rating does not equal), whereas the expertise/hit increases your chance to hit by .5% and reduces the enemy's chance to dodge/parry by .5% each.

Hit rating: 1%
Hit/Expertise: 1.5%
