You have to successfully complete the temple event (while keeping the goblin Weegli Blastfuse alive) to reach the Chief.

This means be careful with your AEs at the end of the event if you out level it. After defeating Shadowpriest Sezz'ziz and speaking with Sergeant Bly, the entire group, including Weegli becomes aggroable. If you AE too soon, you may catch Weegli in the blast; this will cause him to attack you rather than blowing up the gate.

You have to kill the last boss
Chief Ukorz Sandscalp. In order to get access to him you need to complete the temple event first.

The Temple event starts with killing the dude on top of the stairs.
Open the cages. Keep the goblin alive: he will blow up the entrance to the Chief if asked nicely.
