Edit:- Was 47 fishing, no fishing gear equipped, no special rods.

1/1/23 - 100 fishing +5 Strong fishing pole::105, no school, just near the community feast pot, killing time waiting for a feast to trigger.

now that i think about it, since it spawns from the bottle, the fish location is likely entirely meaningless.

2/6/2023 - Just fished this up on a level 35 warlock while doing the fishing quest at the Darkmoon Faire! (only using a Strong Fishing Pole, nothing special).

Just to point out the obvious-but-obscured, this isn't a recipe that'll help you level up your Engineering at all: It requires Dragon Isles Engineering (50) to learn, but the actual crafting spell (Fagot de feux d’artifice) goes yellow at 35, green at 37, and gray at 40. In other words, by the time you can learn it you've already out-skilled it.
