This is used for quest Kartak's Rampage. You can kill them without Kartak, but the time is considerably shortened if you use the blood to summon the guy and use him to kill Oracles.

as a prot warrior i find it quicker just to collect about 25 mobs and kill them all. then bandage and do it again,

Just wanted to point out that beyond level 80 (post Lich King), should you find this in your inventory and you're on this quest, it's actually much quicker to just take the damage from getting hit and DOT/AOE the NPCs to kill them as opposed to going to the alter to use the vehicle, completing the quest and then returning to turn in the quest.
