This is used on other players, or yourself, when you are fighting these guys. They can give you hexes and using it simply removes them.

If you use it on yourself when you have a curse from the caches, it will remove them.

These are dropped by the Tiki Warriors to aid in the quest Hexed Caches.

Each time you open a box, you will recieve a debuff called Hex of <insert debuff name here>.
These, when used, will dispel all the hexes on you or your target.

But no, it's not required for any quests.
