This quest item is bugged. (patch 3.0.3)
If you abandon any of the quests you need it for. you will loose the item. if you then see some others using it you are able to get the quest from the man who flies down, BUT you don't get the horn so you will not be able to summon him back so you can complete the quest.
So if you plan to do this quest-chain, DO NOT abandon it just to pick it up later.

You can complete the quest but you will need to meet him at 14.1,73.8 the same place you can get a new Scepter of Domination and Unliving Choker in case you did abandon it.
