This is confirmed to be from a China only promotion called "The great teacher of Azeroth school". What it requires is for someone to register as a "teacher" and they then recruit new players. The new players then each get a Boîte de splendeur porte-bonheur, which has the mount Tortue de monte porte-bonheur, a Sacoche porte-bonheur and Sentier de Cénarius porte-bonheur in it. You can see it on China's promotion page here: http://www.battlenet.com.cn/wow/zh/blog/9636914, even with it being in chinese you can at least see the box, mount and other items in the picture.

There is nothing to worry about for you mount collectors out there as China is NOT getting a unique mount as the Tortue de monte porte-bonheur teaches you this mount Tortue de monte which is the SAME mount that the TCG mount Tortue de monte teaches.

When this was first datamined (5.4 PTR) these things had Great Father in place of Lucky so a lot off people thought it was going to be from the Winter Veil event.
