You do not need to wait for Chromie's mail, you can just go see her for the quest.

From someone else's comment: If you abandon the quest when you arrive on Timeless Isle, the next time you see Chromie she will give you another Curious Bronze Timepiece and you can teleport there again. Repeat as needed.

This item is consumed after first use, so if You want a free teleport, You have to abandon the quest En route pour l’île du Temps figé and retake it again.
