Found on the far west shore of Frostfire Ridge. Located in a sealed jug at the bottom of a path that leads down to the water. Has between 10-20 Garrison Resources too.
Contents:

Day 1. The Thunderlords have begun their seasonal migration. Should they turn toward our lands, runners will relay this journal to the chieftan.
Day3. Our scouting party was captured in a canton ambush by the Warmaul ogres. Det'rak and Kelorr are dead, and Petta is surely to follow. The rest of us have been hauled to the lower hold of a huge ogre vessel loaded with slaves from every tribe I've head of, and some I have not. I have managed to hide this journal from the ogres for now.
Day 8. Pettra held on longer than we expected. The ogres dragged his body out of the hold and fed him to their foul boars. Malaise is starting to spread among the remaining slaves. We must act soon or we will be broken before we arrive wherever it is the ogres are taking us.
Day 11. Though we are outnumbered I have managed to convince at least a dozen other orcs to attempt to take the boat tonight. Telmek has found a length of chain that he believes we can use to quietly kill the overnight guard before attempting to rush the deck.
Day 12. The escape did not work. The ogres are simply too strong and too numerous. Several slaves were killed in the attempt, and those who survived had knees broken. My fighting days are over. I will be lucky to walk again someday.
Day 19. Land has been sighted. I must abandon this journal now or it will surely be taken. Should this journal find its way home - Palleae, I love you.

I wanted to find Palleae, but no NPC with that name exists in game currently. Perhaps this "Palleae" goes by a different name. Given that this appears to just a flavor item I doubt that we will ever be able to return it to where it belongs.

I wanted to post this to give you and everyone else who finds this journal the background information about what this is.

I found two of these journals in the same place (different characters) in a sealed jug, along the coastline that denotes the territory that the horde uses in WoD. I was exploring WoD which is an island by walking/swimming around it (spriest, using levitate, lock with the proper minor glyph that lets you ride on water) - something that I've done ever since I started playing WoW.

I previously swam/walked around both of the horde and alliance landmasses, and now WoD. One of these days, I'll have to do Northrend and MoP. And yes, I have the world explorer tabard.

Anyway, it took me a while, but I found some information in Wowwiki. There's a quest you should receive when you find the journal. The quest is to go to Cata and find and kill a black orca named Blackfin, who then drops instructions on how the find a treasure buried on the sea bottom under a heap of sand. I found the heap of sand, but since I didn't get anything from killing Blackfin, nothing worked. This entire questline seems to be no longer functional.

Blackfin can be found in the kelp forest area - not sure I have that name correctly but it's the first area you fight in when you start Cata. Blackfin swims a predetermined pattern, and if you go to 52/51, you'll eventually see him.

Why this jug showed up in WoD I don't know, probably one of their guys trying to have some fun.(##RESPBREAK##)16##DELIM##asakawa##DELIM##This refers to Carnet détrempé.
