I’ve seen one report that Meatball is now, instead, acquired via a simple quest (Boulette) in the Brawler’s Guild area, after defeating Boulette.

This item was introduced in the Warlords of Draenor beta, and was to become available after defeating Meatball in the Brawler’s Guild with a level 100 character. It was to give you the follower Boulette.

Boulette was a rank 7 boss in the Pandaria Brawler’s Guild, but boss order is being rearranged for Warlords of Draenor, so you can now face Meatball at rank 5.

If you are looking to get Meatball as a follower, you have to defeat him in the brawlers guild (last boss in rank 4). After you have completed this fight he will show up next to the potion vendors at the arena where you can simply talk to him to complete the quest to get Meatball as a follower. Won't cost you any money what so ever. Good luck!
