Effigie arakkoa ornée de joyaux is inside the Effigie arakkoa ornée de joyaux treasure which is located east to Varyx le Damné rare. Follow the road after his platform, when it ends you'll see a pillar, it's a jumping game after which you'll find the treasure.

Be sure to use the temporary flying ability of Méca-déchiqueteur 5000 if you choose the shredder as your zone perk. Fusées d’appoint makes getting there easy peasy.

Tip: if you're like me, jumping games can be a pain. I started on US servers, but have since moved to Europe, so my pings are higher than normal.

Instead, I used Plume d'Aviana like a charm. Just hover around the mountain for a bit while you are falling, and you can crash into the mountain above the effigy in order to end the falling early. From there, just carefully slide down the mountain to reach your spot. No jumping skill required :)
