This is one of the pets that drops from Fournitures pour mascottes touchées par la corruption, which is a reward for beating any of the 15 Fel-corrupted legendary pets in Tanaan Jungle (coming patch 6.2). These legendary pets are as follows:
Terre profanée
Skrillix
Poing-du-Néant
Marcheur de l’effroi
Sang infâme de Draenor
Morne-Serre
Sombre contemplateur
Fangecoasse
Navreflamme
Tranchepince impur
Gangreluciole
Esprit maudit
Louveteau du chaos
Foudrequeue corrompu
Factionnaire gangrelige

These pets all share the ability Gangrecorruption, which adds an extra challenge to the fight.

Each pet can be challenged daily, with the reward for beating the pet being the Fournitures pour mascottes touchées par la corruption (so up to 15 bags per day obtainable). The bags have a chance to drop any of the following pets:

Carillon cauchemardesque (Summons pet Carillon cauchemardesque)
Jeune potamodonte pervenche (Summons pet Jeune potamodonte pervenche)
Spore aquatique (Summons pet Spore aquatique)
Spore de Zangar (Summons pet Spore de Zangar)

At the beginning of 6.2 you could only battle the pets on one character per account and obtain the bags. it is now do-able on all characters with the chance to get the bags. so if you really love pet battles, you can get as many as you want, but each character can only do each pet once a day.

I dont know if there is a relation but I got this pet twice from *Dreadwalker* the fel reaver in front of where Doom spawns. I want to say over maybe 10 bags opened or less.

Seems we can get it on any character level, not necessary to have a level which is suitable to fight in Tanaan Jungle (provided we can reach the relevant place by some way). For example, I chose one of my inactive alts (level 93) to stand forever near Defiled Earth (there are no mobs there), and got the pet after 83 attempts. I think we can bring even level 1 there (with a help of a mage to get to Ashran, and then with a help of some friend who has a 2-sit mount), and level it up by pet battles.

Took me 132 attempts to get this one. Just the Seaborne Spore to get now.
