I was able to pick pocket this from one of the named Doom Guards during the legion invasions in 7.0.3. It is a very rare occurrence and at least as of 7.0.3 it heals the same as the Tonique de soins at level 100.

I must have also pick pocketed it. Because it was in my rogues bag.

This potion is only obtainable by pickpocketing and it has the same effect as Tonique de soins.

It is tradable and can be sold in the auction house. If you are looking to buy some Tonique de soins, then also consider searching the auction house for Potion de soins vieillie as the latter tends to be slightly cheaper than the former.

Again, supports the theory that he can only bring back items players can pickpocket.

This potion can be pickpocketed from Legion mobs it seems, I stumbled upon it while doing a world quest in the Broken Isles and it has the same healing level of Ancient Healing Potions crafted in Legion, nevertheless, they can not be obliterated.

It reminded me of another old healing potion that could be pickpocketed by rogues back in Cataclysm times: Rogue's Draught, and although that old draught had a rather consistent drop rate in zones like Deepholme, it was also soulbound and was also a Rogues-only item, so there was no way to make an Auction House profit from them.

These, on the other hand, seem to have a lower drop rate but are free to be traded or sold on the Auction House, although I´m not sure if the low rate makes them good for an occasional sale in that market.
