This and the battlebound leggings are not in game on this NPC. I cannot purchase them so I cannot even use my rank 3 recipes.

If you didn't get this pattern from the quest, you can use the Forgotten Patterns of the Broken Isles book to relearn it (at least until they hopefully fix the original bug).

I had a very different experience with this, so I thought I'd post it.
I tried to use the Patrons oubliés des îles Brisées, the book got consumed, but nothing happened. Exited the game, relogged, nothing. Bought a second book, used it, nothing happened. So I opened a ticket, and this is the answer I got.

"Hey <name>,

I hope you are well today!

I just had a peek into this for you and taught you the spell for the Battlebound Hauberk Rank 2 now - unfortunately, it's indeed bugged. Also I've restored the 1,600 gold you spent on the books. I appreciate your effort to try to solve it yourself, however, if you don't learn the spell in the first place due to a bug they won't help. So if this should ever happen again (there are a few patterns where there are issues with the next rank), just ask! :)
