Runes*Charms were items carried around in Diablo 2 to provide your character with extra stats like trinkets.

Unlike trinkets in WoW they did not have their own item slots so instead they just took up space.
As you can see above:
"Stalwart's Grand Charm

Are they trying to rebalance it? That means it actually does what it says!

Doesn't look like a consumable or equipable.

*Runes were gem-like items that went into sockets, but did something special depending on how you combined them. I had a brainfart

I would assume this gives you +150 armor as long as it's in your inventory just as similar items do in Diablo II.

Similar items include:
Petit charme de vie
Petit charme d'inertie
Grand charme du serpent
Grand charme du vaillant
Grand charme de force

This actually does increase your stats. Deleted this item, and noticed my armor dropped by 56. Not sure if they work everywhere, or if they are restricted to the Underbelly on though.

These drop in 2023 again from the Treasure Goblin which, if I'm not mistaken, are Diablo IV promotional NPC's. The item does exactly what it says does: grant 200 armor as long as you have it in your bags. You can test it out by opening your character pane and watch your armor rating drop when you put it in your bank.

It has been hotfixed a few minutes ago.

It is worth noting that at this moment on EU, they work in Mythic Plus dungeons! This is a huge buff actually, considering the primary stat ones give you more than the Rune d’amélioration draconique!

~~I tested it personally with the Grand charme de force and Petit charme de vie ones!~~

Note that it does not give you an explicit buff you can see, but you will see the change in your character stats on the character sheet. They only need to be in your bag, you do not use or consume them.

Note that these will only function while this event is active, which at the moment is until the 14th of June.

~~Also note that it is extremely likely that this will be hotfixed soon.~~
