I did all the 3 week quests and have fully opened up Argus and the full might of the Vindicaar and yet I have NO "Fel Heart of Argus" selector on my Draenei Death Star. I guess you must kill the Elite mob that drops the quest item that yields this quest item: High Inquisitor Raalgar drops the Fel Heart of Argus 96% of the time so RNG is on your side for once.

Look up that mob and kill him if you need the passive heal and Insta-Rez this gives you. Especially good for mobs that can instantly drop aggro and begin to heal...looking at you Rogues and Hunters and Shadowmelders (if you can manage to actually stay out-of-combat)

Thanks Blizzard for this, no thanks Blizzard for the special Treasure chests that require taking the Augauri part stealth option on the Vindicaar. If I were asked, the quest would be needed for the locked treasure chests and not the Fel Heart of Argus.
