Prouesse de Norgannon is one of the Pantheon trinkets that only drops from Argus l'Annihilateur, the last boss in the Antorus, le Trône ardent on Normal, Heroic or Mythic difficulty. There are 5 epic Pantheon trinkets, as well as 1 legendary one (Vision d’Aman’Thul).
Prouesse de Norgannon is an Caster DPS trinket, and on Personal loot it will only drop for Caster DPS specs.

All of the Pantheon trinkets (epic and legendary) drop via push personal loot. This means that every raid member has a chance to loot a trinket, and it goes directly into your bags on killing Argus l'Annihilateur (just like how Legion legendaries are looted). Each raid member's chance to loot a trinket is independent of whatever other loot the boss may drop, and is unaffected by loot settings (Master Loot vs. Personal Loot).

The chance for Vision d’Aman’Thul to drop appears to be separate from the chance to get your spec's epic trinket; as such, it is possible to get BOTH from a single kill.
Vision d’Aman’Thul seems to have a much lower drop rate than the epic Pantheon trinkets.
None of the Pantheon trinkets can be bonus rolled.
Using a trinket that does not normally drop for your role (e.g. using Courage de Khaz’goroth as a Protection Paladin) results in a -50% proc rate and proc strength modifier for the proc.

An outlier in this setting is Prouesse de Norgannon, for which the secondary proc is reduced by 55% for Discipline Prêtres, despite the fact that it will drop for them.

The epic Pantheon trinkets drop at an item level of 940, and can be upgraded to a maximum item level of 1000 with Bénédiction du Panthéon, which drops from Argus l'Annihilateur.

This item level is higher than any other available for non-legendary items for the duration of Antorus, le Trône ardent, as the maximum Titanforging cap will be set at 985 when this raid opens.

The legendary trinket, Vision d’Aman’Thul, will be item level 1000 when it drops. It will be the only legendary that drops exclusively from a single boss.
Bénédiction du Panthéon drops from Argus l'Annihilateur on Normal, Heroic and Mythic difficulties.

Like the trinkets themselves, these items do not drop on LFR difficulty.
You can loot Bénédiction du Panthéon only once per week, regardless of how many times you defeat Argus l'Annihilateur, even on various difficulties.
Each Bénédiction du Panthéon will upgrade a trinket by 5 item levels; as such it will take a minimum of 12 of them (i.e. 12 weeks) to max out the item level of a trinket.

These trinkets have the Unique-Equipped: Path of the Titans (1) tag. This means that only a single Pantheon trinket can be equipped at a time (as listed in the chart below).

Prouesse de Norgannon, like all of the Pantheon trinkets, has two procs - a "primary" proc (Afflux de connaissances) and a "secondary" (or "Empowered") proc (Commandement de Norgannon)

Afflux de connaissances: Your damaging spells have a chance to increase your Intellect by 3257 for 12 sec.
Commandement de Norgannon: When empowered by the Pantheon, your Critical Strike, Haste, Mastery, or Versatility is increased by 4,219 for 15 sec. Khaz'goroth always empowers your highest stat.
Afflux de connaissances can proc as long as the trinket is equipped - there are no special requirements.
Commandement de Norgannon only procs when "Empowered by the Pantheon". In order to be "Empowered by the Pantheon" (i.e. trigger the secondary proc), certain conditions must be met within your raid group:

The secondary proc can only be triggered in Antorus, le Trône ardent. It will not work in dungeons or in the open world.

The primary proc (Afflux de connaissances) WILL trigger in dungeons and the open world.

In order for the secondary proc to trigger, there must be 4 different primary procs from Pantheon trinkets active at the SAME TIME within your raid group

The various Pantheon trinkets are listed in the table below, including the corresponding procs.
If at any point during an encounter any 4 (or more) different primary procs are simultaneously active, those raiders will trigger their secondary proc.

The secondary proc is different for each trinket. In the case of Prouesse de Norgannon, the secondary proc is Commandement de Norgannon (spells inflict additional damage).

Raid members who have Pantheon trinkets, but did not contribute to the secondary proc (i.e. they do not have an active primary proc) will NOT benefit from secondary proc.

For example, if you have 10 Pantheon trinkets in your raid group, and 4 proc at the same time, those 4 raid members will get the secondary proc but NOT the other 6 raid members.

Illumination fugace, the primary proc from Vision d’Aman’Thul, acts as a "Wildcard" primary proc to trigger the secondary proc. As such, the secondary proc can be triggered by 4 raid members with:

3 other unique primary procs + 1 Illumination fugace.
2 other unique primary procs + 2 Illumination fugace.
1 other unique primary proc + 3 Illumination fugace.
4 Illumination fugace.

Having more Pantheon trinkets in your raid group will increase the chances of a secondary proc, and in particular Vision d’Aman’Thul will increase the chances of this proc even more as it can take the place of any needed primary proc.

If one particular non-legendary trinket is over-represented, then there is a reduced uptime for the secondary proc for users of that trinket (the chances of you contributing to a secondary proc go down if there are others who may do so instead!)

Notes:
(1) The Epic Pantheon trinkets drop at 940 item level, and can be upgraded 5 item levels a week up to 1000 with Bénédiction du Panthéon, which drops from Argus l'Annihilateur.
(2) The numerical values of these procs vary and are modified by character passive abilities and by Versatility rating.

Regarding the legendary trinket:

Vision d’Aman’Thul has the exact same stat budget of secondary stats as an Arcanocristal instable of equivalent item level. With the additional procs it provides, this legendary will be Best-in-Slot for most if not all specs in the game.
Like all legendary drops after the release of Antorus, le Trône ardent, it will be item level 1000.

So, we'll be able to equip a third legendary, but only if we raid in Argus?

Yes.

The secondary equip effect on the Antorus trinkets notes that "When empowered by the Pantheon...", such as 'Aman'Thul's Grandeur' on Aman'Thul's Vision or 'Khaz'goroth's Shaping' on Khaz'goroth's Courage will only function within the Antorus raid once it is live.

Currently on the PTR this effect works outside of the raid, but we want to make sure there's no confusion once the raid itself is live.

While it won't function in Mythic+ we did change the six requirement so you only need four unique buffs to trigger the Pantheon secondary proc inside Antorus. You can have any possible combination of the unique five to activate this additional proc. Aman'Thul's Vision ignores the rule as a "wildcard" filling any gap that you might be missing from the other five.

So for example you can have two Aman'Thul's and two of the other uniques and it will trigger the Pantheon proc.

Keep in mind we're still tweaking and making changes to the trinkets so please keep voicing your feedback about it :)

Currently all of the trinkets on PTR behave like Aman'Thul's Vision does in the Pantheon proc but will be changed to be unique before it goes live, other than Aman'Thul's which will stay as a wild card.

Still as always subject to change but that's the current plan.

Looks like the Pantheon trinkets drop chance are capped one per week. If you killed him once you don't have a chance to loot it in a different difficult for the rest of the id

If you're curious, despite the tooltip saying "damaging spells", the primary effect can proc from your melee abilities if you are a Resto Druid with Feral Affinity.
