This item is absolutely amazing for healers. I highly suggest picking it up whenever possible and maybe even getting some on your alts before reset so you can send them to your main/healer.

As of right now, this item costs 2 Seafarer's Dubloons and you can only have 3 on any given character. It applies a 15 minute buff that gives you a chance whenever you heal to fire off bolts at all enemies in a cont in front of you. The cone is fairly wide, and it procs often. It seems to be best for healers with spells that heal small amounts quickly or are able to put HoTs on several targets at once.

Not sure right now if the damage scales with your gear, but on my ~365 ilvl Mistweaver, it hits for about 9K and crits for about 19K. Without actually attacking, I am consistently the highest DPS with this item and often by a significant margin. Best use seems to be by pulling as many mobs as possible, trying to get them to all stand roughly in front of you and just heal yourself. When it procs, it hits everything in front of you, so it can be truly incredible.

Important/relevant info -

Amazing item for healers.
Despite the item's tooltip, it is a CHANCE on healing to proc, but it has a very high proc rate.
When it procs, it fires a bolt at all enemies in a cone in front of you.
It can crit.
It WILL proc out of combat, making it great for tagging mobs if you need to, but can be frustrating at times.
For maximum damage, keep HoTs on as many people/pets as possible.
Mistweavers will particularly enjoy the proc rate with Soothing Mist. Enveloping Mist is also excellent.
Edit: Yes, damage scales with gear and buffs.
Edit: Removed upon death, and looks like you can't re-apply the buff after death. Just says "cooldown begins upon leaving combat" but no cooldown actually appears to start.

Seriously, this item has made islands so much more enjoyable for me. It's really nice to be able to heal and not feel like I'm holding the group back damage wise. Hope everyone enjoys this item as much as I do, and I will update as soon as I find out more re: damage scaling and proc rates.

Damage DOES appear to scale with gear. On my 345 ilvl Resto shaman, bolts were hitting for 5-8K, critting for 9-15K, so buffs and things do appear to change the amount of damage done.

Additionally, dying removes the buff. I died on my Shaman, the buff was removed. What's more is it would NOT let me use the item again. Looks like it may be limited to 1 per Island, but it said "Cooldown begins upon leaving combat" so it's possible that because my group members were fighting elsewhere, it would not let me re-apply it.

A rogue and a guardian spec druid in my team weren't able to buy or even see this item in the merchant's inventory, so I assume this can only bought with an active healing spec.

Also, this item is totally overpowered in its current form (15 minute buff for the cost of 2 dubloons).
As a holy priest, every tick of the mastery's HoT seems to grant a chance for the damage proc, which has a very high chance to begin with, so if you just spam Holy Nova with your teammates beside you in a large pack of mobs, you simply obliterate everything in your path, including members of the opposing team.
I mean it's fun and all, but I almost feel bad using it, even if its just against a mythic NPC team ;)
I assume this will be nerfed in the near future.

The Alliance version of this item is Lightprism.

I'm able to proc this item by using Mend Pet as a Beast Mastery Hunter, and it does stupid amounts of damage.
