You need 400 Ressources de guerre to start the mission, and it awards Veine du monde infrangible. The mission requires countering Lookout Torgondo with Agent and 2 x Abandoned Sea Dog with Unité à distance.

Update 03-03-2020: Trésor perdu de Zem’lan is now a deep sea mission and you need Grand amiral Jes-Tereth / Amiral de l'effroi Voguenille. You need 200 Ressources de guerre to start the mission.
The mission requires countering Abysses with Expert en missions navales, Lookout Torgondo with Agent and Abandoned Sea Dog with Unité à distance and Stranded Gunner with Unité montée.

One of my alts had 65% chance on this, I started it, of course it failed, and had another one available with 105% chance.
Basically lost the resources, but didn't had to run island expeditions again for the item.

As mentioned by Balloonmage03, the follower Admiral Jes-Tereth is the key to this mission. I had a 60% chance to complete it without her, and with her 100%. If you don't have her as a follower yet, you probably just need to do one simple quest - L’équipage disparu. Basically do a 180 from the table, talk to her at the wheel of the ship, run around Nazjatar and find some NPC's. When you turn it in you get her as a follower and the mission at 100%.

Note - For the alliance. I'm sure it's just as easy to get Dread-Admiral Tattersail who has the same traits.

It cost 400 Resources. I sent Magister Umbric, Grand Admiral Jes-Tereth, and John J. Keeshan. All three had Monelite Whetstones. There chances of success is 200%. Talk about overkill, But I never got anything for the extra from the 100% Bonus Roll.
