The toy is similar to the Poisson frétillant that drops from random mobs in Nazjatar.

Looted from a paragon box today but didn't receive credit for the item on the Biggest Bag achievement.
Edit: Finally hotfixed to retroactively give credit.

Same looted a day ago and did not get credit for it even learned and logged out of game and nothing and used toy too put in a ticket

Looted today and did not get credit towards the Biggest Bag achievement. Learned, used, still no progress. Submitting a ticket.

Hotfix today: Collecting Flopping Fish now gives credit toward “ Give Me the Biggest Bag You've Got”.

What I don't know is if credit was retroactively applied for those of us who already collected and learned it. Submit a ticket if not.

found by chance just floppin around at 25 30
cant pick it up.
click-kicked off ledge and well into water but every time i click, it comes back..
it swims upstream very well, for being a salmon looking thing
