The specific tribute you leave behind is dependent on your race, which is probably why draenei were having trouble completing the quest. Gnomes leave a gizmo, humans a rose, night elves a candle, and dwarves a stein.

How long does it last? When I went there, there was 3 roses, that's it. Was I early or really late...

When using this item near Uther's tomb, your character will place a tribute at their feet. Each race drops something unique. You can find screenshots of each of them here:

Human - Flowers
Dwarf - Stein (mug)
Gnome - Gadget
Night Elf - Candle
Draenei - A piece of the Exodar? (not really sure what it is...)

And for the Horde equivalent quest, using Grom's Tribute near Grom's monument also has unique tributes for each race:

Orc - Bottle
Troll - White Candle
Tauren - Totem
Forsaken - Black Candle
Blood Elf - Vase

As 6.2.2a.. this is available to players, but just for the Harvest Festival event and only when you're on the "Honoring a Hero".

This is the AllianceItem, pretty clear.
