Like all similar armor created by jewelcrafting that has charges, when you have used all there is currently no way to regain them other than make a new item.
And necks cannot be damaged, and so can't be repaired.

As of 2.10 this item no longer has charges, and instead has a use-while-equipped activation for the stam buff. I do not know its cooldown, or whether the buff stays if you then swap the item out.

With the 2.10 change this neck is very good for arena imo. as it gives +56 stamina, which 20 is given to each member of your group aswell. Does anyone know if it stacks, cause if it do, a 5-man team could gain 1k extra HP from everyone using this neckless, which is kinda sick, considering it's just a neck.

i see this more as pvp tool than pve usage. That is until you get your hands on "pendant of..." pvp reward neck.

This is an awesome necklace for beginner PvP . It is easily acquirable (50 gold on my auction house, which is nothing), and is suitable for any class. High resillience and high stamina. What more could you want? Well maybe spell damage/attack power. But still, considering the price its a bargain.

One thing which is very annoying is that the buff is dispellable.

If you cast a dispel on the target who wears the necklace, the buff will be removed. It only works on the wearer, not other party members affected by the aura.

One other thing which seemingly was not mentioned in the previous comments is that the use effect of this necklace is not usable in the Arena. Its cooldown is too long.

It's also an OK necklace for tanking (or at least off-tanking) IMO. Resilience to reduce the damage of crits and DoT effects (it's not a lot, but mediocre is better than nothing, right?), a fair amount of Stamina for a Necklace, and the Use effect, while not overly exciting, is useful for some tougher situations.

Hopefully Blizzard will include somethnig in a future expansion (fingers crossed for WotLK) that can restore charges on items such as this; perhaps a special set of scrolls that Inscribers can make that restore a set number of charges depending on its quality.
