It appears that this and similiar patterns can drop off any trash in TK/SSC but that bosses have a much higher/guaranteed drop rate, eg, similiar to Azuregos who often dropped BoE plans like Lionheart plans even though they were a world drop.

Remember, the plans are BoE, the item is BoP.

Confirmed drop in Tempest Keep. Been farming trash in there for gold recently, and this dropped for me.
