Make SURE there's no NPCs that will aggro when you use this. If they hit the NPC the NPC will fly away and tell you to use it in a safer place. It has a 2 minute CD.

Do yourself a favor: Put the flare gun in a specific place in your bags and keep track of it. You will have to use it a couple times, and it isn't highlighted like most quest items. Also, I liked using it near the bridge at 52 57, seemed a safe place for the NPC to wait and was easy to find. Note that the turn in ? is wherever you placed your NPC, not what's on the map.
