Does this gem count towards meta gems that would require blue gems?

Yes. Bi-colored gems count as both of the colors of gems that make them up, for purposes of both meta gems and socket bonuses.

Orange gems count as both a red gem and a yellow gem.
Green gems count as both a blue gem and a yellow gem.
Purple gems (like this one) count as both a blue gem and a red gem.
