This was changed in the latest patch to drop from any Northrend Animal that has tusks. You now get Northrend Ivory instead of Shoveltusk Ivory but the text for the Quest has not changed.

The quest isn't broken, but I had the same experience in Storm Peaks. Farmed upwards of 30 mammoths, no drop. I generally farm the mammoths from Borean Tundra or Scholazar and generally get the drop w/in 5 kills, so they do drop off of the other mammoths. For some reason, though, snowblind hills appears to be glitched, which sucks, because it is a super-quick FP from Dalaran.

Instead of going all the way to HF to get the Shoveltusk, go to dragonblight. I killed two mammoth's and the quest piece dropped. the mammoths in SP do not drop the item.
