As of patch 7.2, you can now create the piece of armor by right clicking on it. So much easier than going to the vendor! : D

Not usable by Demon Hunter and I'd guess Monk, classes that came after Wrath. The vendor offers nothing and Using the item isn't possible. So vendor it as trash.
