It can't be bugged too bad. I'm at 141 / 160 quests for Vashj'ir, and got stuck with no others. I've been sorting through for ones I don't have - the first Goblin Collector I killed when I came over here dropped the item for the quest.

Hi there, I have the solution for everybody like me got stucked trying yo farm it.
Give up, the given quest Lady La-La's medallion it's sharable so ask in general or whisp around to ask someone on the quest to share it for you, it's way way worth.

I got the necklace on the first try after the whole area of vashj'ir, Kelp'thar Forest, Shimmering Expanse, and Abyssal Depths quests were completed. Same for the waterlogged journal, it might be just a coincedence but if you want to come back after the entire quest chain is done and not farm for hours, you might want to do that. Unless your doing the quest for the loot, which is a waste of time in my opinion.

I'm getting some mixed results here.

When I leveled from 80-85, these quests were broken for Horde (first 36hrs). 2 days ago, was working my Warlock, got both this and the journal on first kill.

Come back on my Paladin, who never did them (confirmed via Carbonite Quest History), and they do not drop at all.

Make sure you do all the quests for the mercenaries in the cave, up through Ophidophobia and Nerve Tonic. It seemed to me that this quest starter item did not drop until I had completed those quests.

I'd gotten this drop on my mage, my warrior, and my hunter - all within a few kills. On my DK I couldn't get the drop after about 15 or 20 kills, went off and finished Ophidophobia and Nerve Tonic, then came back to try again.

It dropped on the very first goblin after that. Maybe that's the key?

I had 3 quests: Nerve Tonic, Ophidophobia, and Oh, the Insanity. I farmed the collectors for a bit without any luck on this item dropping. After checking here, I turned in only Nerve Tonic and Ophidophobia and picked up A Desperate Plea. The item dropped on the first collector kill afterward.

Appears to be 100% drop rate AFTER having completed and turned in the Ophidophobia quest. Credit Whiterock below for having narrowed it down.

My original research and the result of several different character tests is listed below in small text just incase by some fluke this doesn't work for you. Also there are a couple of other quests that start from drops listed below which you may not want to miss out on, regardless. :)

THIS QUEST IS SHAREABLE TO ALMOST ANYONE! :)

Yes. Even to players who've not yet set foot in Vashj'ir. If all else fails, this is another option, get someone else to find it for you and share.

Tried and tested. Shareable to anyone level 80 or above (this assumes an account is upgraded to Cataclysm) providing they haven't already completed the quest and will spawn a Lady La-La's Necklace in the bag of the character you are sharing it with. Does not share to level 79 (tried and failed) but was sharable once that same character hit level 80.

After farming Gilblin Collectors for an hour and a half and killing 150 - 200 of them without luck, I decided it was time to move on.

As soon as I took the quest A Bone to Pick and returned to that area, the FIRST Gilblin Collector I killed, dropped the quest. ~~This may have been incredible luck, but it seems very unlikely. Even if you don't get it off the first, it seems reasonable to try at least 20 or 30 collectors before giving up using this method.~~

NOT WORKING FOR YOU? TRY THIS...

Make sure you complete all the quests preceding this area. This includes completing your respective factions' start area in the zone.
To help I've linked the quests and NPCs you may need to visit.
A Bone to Pick is mid part of a chain that starts with Oh, the Insanity!. However, you will not find be able to start that chain with Budd until you have done Gimme Shelter! for which both Horde and Alliance are given breadcrumb quests to locate Adarrah.

Furthermore, there are two drop quests I had completed prior to finding the necklace. This might just be a coincidence and is probably not necessary.

Other players also report that is necessary to have completed Nerve Tonic and Ophidophobia. So completing as much as you can for Adarrah and her crew would seem to increase the likelyhood of the drop triggering.

I completed all the quests in Smuggler's Scar, Budd's chain that ends with Un dilemme cornélien, collected and completed these three quest start items Carnet détrempé, Carte au trésor en lambeaux and Carte au trésor froissée.

On my way to turn in Une supplique désespérée I stopped by to kill a Giblin Collector and got the necklace on the first kill.

I have the Achievement for completing all the quests in Vash'ir and I was looking through for items and mounts in Vash'ir and came along this and went to kill a Gilblin Collector to try and get it (I didn't think it would drop) but the first one I killed it dropped :)

Have quested through here several times and every previous time the necklace dropped first kill.

Most recent expedition into here and the necklace still had not dropped after around 20 kills, logged out and back in to have it drop off the first kill.

Try logging out and back in if it refuses to drop for you from one of your first kills.

You need to complete Ta-DA-Ta-DA-Ta-DA… and Ophidiophobie before the Collecteur gloubelin will drop the necklace... don't bother killing them until you've completed those two quests.
