On top of a broken down mechanical thing,right where the dot on the map shows. look close, it has a ramp you can go up, it's on top!

Same problem! I think the recent update creates a bug.
I've submitted a bug but no help from WOW for the last 2 days.

I did! here is what i was told by a GM:

This is the latest response from Customer Support:
Hey <redacted>,

Unfortunately we can't move it lower or just give it to you. However, I do recommend that you just gain levels and eventually get a flying license so that you can reach the quest item. I know this isn't the most ideal response you wanted to hear, and leveling up can sometimes be a pain. This is something that all players will have to do eventually. I recommend completing other quests and possibly find a friend and use our Recruit a Friend program:

This way you can level 3 times faster, as well as gain level granting benefits. You would even receive a mount if you sent the invitation! :)

Mechanized Fire quest is "doable" because I have done it. The handrail that runs along underneath it is the way to get it. Just jump up on the handrail at the bottom of the rail and walk the rail up till you get close enough. Where the rail curves is a bit tricky but after a few tries I completed the quest!

These screen shots are now out of date the harvester no longer has a ramp to the top
