This is one of those quest items that can be used anywhere and still produce the effect.

Like the quest says, this can be used on the fire elementals. This turns them into smaller, weaker versions. Doing so counts as a marsh fire extinguished. HOWEVER, killing a doused elemental does not count towards Rampant Fire Elemental Slain for The Threat of Flame.

Don't think this item works outside wetlands anymore.. I'm standing in Stormwind and its requiring a target anytime i use it

As of this comment, they indeed have made it unable to use normally with the error "invalid target." Very disappointing, for those of us who like to use it just for playing around let alone RP. (On none of the servers I play on have I even seen anyone with it, let alone spam it to induce 'lag.' It has a 5 second CD anyway....)
