The door of the Inn is about 15 yards directly northeast of the dry fountain at the center of town.

It's an easy one to overlook. At the top of the stairs, there are two rooms immediately to the right. Be sure you take the room closest to the stairs. There will be another doorway you can go through in the bedroom and a Moonbrook Thug guarding the journal. Take him out and the journal is at the very back of that secondary room.

If you have missed this one you're probably standing in the kitchen, head back to the front of the Inn and look for a stair case (to the right) going up to the second floor.
