This is actually a random world drop. Had mine drop off a Dragonmaw Straggler in Twilight Highlands. Gave it to a guildy, didn't feel like gouging people for a random world blue.

Looted one of these today from a Dark Iron Treasure Chest in Molten Front while trying to get my King of the Spider-Hill achievement. The chest was just sitting on one of the rock pillars.

Extremely rare drop. It has a chance to drop in any of the 80-85 Cata zones.

Came here to see if this was a drop or something for the "Love is in the Air" event.
The name seems like something similar to the items that they have during the event month.

Mine dropped while I was doing the Détrôner la Royale daily in Uldum off of a Technicien de La Royale.

Definitely a random 80-85 world zone drop (as if that isn't already established).
