This dropped for me on a Rare in Kun-Lai Summit (bottom left of the Summit Map between Townlong Steppes and the Serpent Spine Wall).
Contains ilvl 420 level 85 epic weapons.

What I got so far:

Just killed him at and I got the bag containing Barrière de guerre yaungole and Parure en soie de Cournith Court-sur-l'Eau. Two BOEs! :D

I just got this Bag and it had the Pathwalker great staff, which is funny because right after this rare I killed Urobai with my friend, and he also dropped the Pathwalker great staff. Thanks to this bag, i got 2 easy sha crystals (i d/e'd) in 5 minutes.

This bag I also find drops really well. In 5 of my last kills I've seen it twice. So I recommend camping this rare if possible, especially if you're an enchanter. He's most likely to spit out possible epics for sha crystals, and he's not too far from another Yangoul rare too.

My question is that why, out of all 63 rare spawns in Pandaria, is this one particular rare spawn, Kah'tir the only one to drop this Big Bag of Arms? Kind of strange. He's not unique in his abilities, race, type, class, appearance, etc., and is not the highest level rare out there. Nothing that in my mind distinguishes him much from the other rares similar to him, and certainly nothing that distinguishes him as the rare spawn of all rare spawns, the mother of rares in Pandaria, that would ordinarily allow for him dropping such a uniquely superior item to all other rares.

So why is he a step above? Is it because he's sort of hidden up in that corner and maybe not as many people find him, so the reward for exploring that little dead section is that the rare there has a chance to drop something a little nicer than the rest? Yet again though, he's not the most out of the way or hardest to find. I'm flummoxed personally. No idea why he's special. Anyone out there know something about lore or anything that would explain this? Just curious, personally.

Apparently (or so far it appears) that you always get two epic items in this bag, and it seems the most common mix is one BOP and one BOE, but two of either kind is also possible, just seemingly a lower chance than getting the mix of one of each type. I base this part solely on my own experiences of having looted the bag 3 times in about 5 kills, as well as people I've spoken with and comments on the internet. There is no data available showing what commonly drops with what else, just the percentage chance for each item in general, so I'm basing it all on testimony, with the majority getting one BOE and one BOP and only a few getting two of the same, of either.
