This item drops from new 5.3 elites such as Kor'kron Motivator, and needs to be infused with a Radical Mojo in order to create a ilvl 489 spec-appropriate item for your class.

The drop chance for this item is currently unknown, but I will update this comment when more information has been gathered.

It can also be bought from Ravika, the Darkspear Rebellion Quartermaster for 1xRadical Mojo.

Along with this, there is also 6 other new items that drops from the same elites, and needs to be infused:
Latent Kor'kron Belt.
Latent Kor'kron Chestpiece.
Latent Kor'kron Gloves.
Latent Kor'kron Helm.
Latent Kor'kron Leggings.
Latent Kor'kron Spaulders.

Just completed my item with the Mojo radical and I got Bottes de sécessionniste Secessionist's Boots of the Earthbreaker (ilvl 489)

This item can be obtained either as a rare drop from the new elites in southern barrens (once you started the quest line) or by using quest items for the weekly quest to buy them. You can obtain a full set of these items, but you have to infuse them with a Radical Mojo in order to make them wearable.

I saw a shoulder and gloves drop just from doing the weekly quest, probably low drop rate but they can drop from anyone it seems from the barrens.

In order to purchase all these, if you are as unlikely as I am with drops... besides the Radical Mojo you need for each one to make it into something, you will need

Stone: 300
Lumber : 400
Oil: 400
Meat: 300

I know the drop rates are reported to be low on these latent kor'kron items, but on my first day of doing (and completing) the weekly quest, I picked up from kor'kron mobs: 3 latent kor'kron boots, 2 latent kor'kron chestpieces, 2 latent kor'kron gloves, 1 latent kor'kron spaulders, 1 latent kor'kron belt, and 1 latent kor'kron leggings. Not sure why the bounty, but now I just need the helm and a bunch more radical mojos…

Since the Battlefield: Barrens questline gives you a followup to Kun-Lai where you get some 502 boots as a quest reward, these seem to be a bit redundant. Get them if you want to complete the Death Knight set as there's no other way to obtain boots for that recolor, but otherwise, they're not much use.

Not sure if this is true for everyone or if the enchant is even somewhat random, but when I combined Radical Mojo with the Latent Kor'kron Boots on my Arms warrior, I got Insurrection Boots with +Hit.

I'm a little surprised there hasn't been a way to see in advance what the stats would be on the armor you get from this process. I was trying to work on my tanking set but forgot to switch to Protection spec before combining the items - luckily it works for either!

Be careful when using these.
Though the in-game tooltip states class specialization, they actually work off your loot specialization.
Wowhead tooltip is different to in-game tooltip.
