If Ember Clutch seems to be short on non-friendly whelps, look up and notice where Proto-Drakes (big dragons flying above) are pouring fire. When it hits an egg it will spawn a whelp and you can be there to tag it before anyone else.

Contrary to what I've read elsewhere, these do in fact drop the Proto Dragon Bone for the Jewelcrafting daily Shipment: Intricate Bone Figurine.

Spent quite a bit of time on my druid jumping desperately for the big drakes and running from whelps before I figured that one out.

Funny thing, I found a Proto-Whelp that was atleast friendly to alliance, I don't know if this is a bug or if that drake is for a quest of somekind.
