This NPC is referred to in the Warcraft book: of Blood and Honor. He referrers to some parts of this book when you are on the quest Eitrigg's Wisdom, such as mentioning he lived as a hermit near Hearthglen, and referring to an old friend, aka Tirion Fordring and his battle against him. Eitrigg now resides in The Argent Stand in Zul'Drak of Northrend. You will have to go there to talk with him for the second quest in the Onyxia quest chain.

Eitrigg has dialogue with Thrall after turning in the quest Messenger to Thrall.

"Eitrigg says: Thrall! My lord... are you all right?"
"Thrall says: I'll be fine, Eitrigg. We must begin preparations... I need to go to Outland at once!"
"Eitrigg says: With all due respect, Warchief. Our enemies would take advantage of your sudden absence if we don't prepare properly."
"Thrall says: You are right, Eitrigg. The timing is unfavorable. Make sure our best ambassadors are sent as envoys to Hellscream."
"Eitrigg says: At once, sir! For the Horde!"

Eitrigg is apparently one of Thrall's trusted advisers, and he shows he is indeed wise.

*Gasp* Eitrigg is Thrall's assistant, Garrosh is his apprentice, Vol'jin is his Advsor, and Cairne is his mentor! I UNDERSTAND!

hes lvl 85 elite in the searing gorge quests..

Eitrigg is appointed one of Garrosh's advisors for when Thrall is gone. The other visor appointed by Thrall for Garrosh is Cairne, but sadly, Cairne dies from poisom of Magatha Grimtotem, cleverly hidden on Garrosh's prized axe Gorehowl in the mak'gora.
Referenced in the book The Shattering.

With his backstory and time serving the Horde, one would think he should be a max level Elite NPC by this point...
(Even though he has ''stronger'' versions of himself in other zones)

This is the location you want for the alliance winter quest with the bb gun. He's in the 1st floor and on the right hand side as soon as you go around the entry circle.

His gossip dialogue:

Honor, champion. It saved the lives of thousands today. And it has saved my life more than once.

Saurfang and I were both from the Blackrock clan. Blackhand chose us to lead his armies. We committed terrible acts under his command.

I couldn't live with the shame. I went into hiding after the Second War was over. But not Saurfang. He helped other orcs move past their guilt and strive for lost honor.

He was a fearsome warrior. But that isn't what made him a hero. He gave us hope when we needed it most. Back then, and now. That will always be his greatest deed.
