Chances are, if Tekla isn't here when you go to get the quest, another player has already accepted the escort.
You can wait, or move on to Misha Tor'kren or Zen'taji.
This quest is best completed before Raggaran's quests.

I just did this quest on my new Troll Priest and it was one of those minor annoyances that make you nerdrage.

First, she walks slowly across the marsh and attacks anything that comes near her. So you have to stop and fight every mob. Then, if you happen to get too far ahead of her, she simply turns around and goes home. I tried scouting ahead and clearing mobs about half way only to realize she was no longer with me. Finally, at the end, she summons an elemental spirit and floats the last quarter of the journey about 30 feet in the air. This begs the pondering of why she even needed your help in the first place aside from irritating you.

Just to recap, this you find Grandmatron Tekla floating in water and is seemingly helpless and in need of your help. After walking a few feet with her, she decides that she doesn't want to get wet anymore, and then casts water walk. A few feet further, and she then decides she would rather fly than walk at all. Why are we helping this old lady again? She has more tricks up her sleeves than I certainly did at level 8.

What I'm trying to figure out is why she didn't decide to sit on the water instead of trying to evolve gills while waiting for help.

It seems that this quest has been removed 6.2.4. Wasn't offered in the initial quest of watershed patrol. When approaching her shack the "!" not visible even though she is present
