Probably stating the obvious, but having this skill allows your character to wield axes.
The skill can not be trained(as of patch 4.0.1), but is "attached" to your character depending on what class you are.

Currently(patch 4.0.6) warriors, rogues, paladins, deathknights, hunters and shamans can wield axes.

The "level" of this skill is automatically scaled with your characters level. Earlier you had to hit mobs to gain levels in this skill.

Too bad hunters can't wear axes anymore, some of them just looks really cool...
