Mantelet du protecteur I'm currently using this as my cloak for this set. Looks pretty good to me.

Pèlerine de sergent(alliance only :( ) or Grande cape du gladiateur tyrannique look like preety decent matches to me.

As many others, I had a hard time finding a cloak. These are some options I discovered.

I think these fit fairly well:

Cape du vide néantin - The style on this cloak is too good to pass up.
Cape de la lune sanguine - Great red cloak. Depending on your weapon choice, this may be preferred.
Cape de soigneur combattant - Match for color. Good simple cloak.
Pèlerine de sergent - If alliance fits well, just not my choice.
Jina-Kang, Bonté de Chi Ji - I'm wary of the gold trim, but style doesn't clash too much. Good option if you're okay with hiding the cape.

I was surprised to learn today (after faction changing to Alliance) that the Bâton d'infirmier brûleciel from the early Pandaria quests is a near-perfect match for this set!

If you're having a hard time finding a fitting off-hand for this, Éclat de Karrog matches perfectly! As for one-handed weapons, I think Couteau en os rongé, Lame de brutalité and Masse de l'apothéose are all decent choices, but I'm still searching for more options. :)
If you happen to have a staff, I'd definitely suggest using Bâton de mage de Sol!

I could imagine that Illusion : Drain de sang would go well with the set as well, but I haven't tried it out yet. :)

Edit: Couteau de combat might also be decent dagger choice for this.

Red: Sanctification Regalia (Recolor) (10-man Ulduar not-sets)
Blue: Valorous Sanctification Regalia (10 Recolor) (10-man Ulduar T8 set with non-set waist and feet)
Purple: Sanctification Regalia (Recolor) (25-man Ulduar not-sets)
Gold: Conqueror's Sanctification Regalia (25 Recolor) (25-man Ulduar T8 set, with non-set waist and feet missing)
