My hunter needs this ore for the class hall quest line. But it isn't a miner. So I sent my level 107 rogue down to get some. Turns out, I can't even see the deposits to mine the ore. Looks like this is level 110 only. So don't waste time like I did by sending down a lower level character.

You can mine the ore on the character you have the quest on, even without mining as a profession.

These ore are found in Suramar in the bay south-east of Jandvik. Be sure to bring a water breathing potion and be ready to fight some Naga's as it's very crowded
with them.

1) Ore can be mined on whatever character needs it. Does not need to have the mining profession.

2) Draught of Seawalking grants water breathing and increases sea floor movement speed by 80% while in the Azuregale Bay, and will be granted anytime you enter the water after questing with the NPCs in Jandvik and completing Fisherman's Tonic .
