Not totally sure how it works as there were a lot of people doing this at once, but it seems to be involved with Fangcaller Hrillik. The quest seems to be this.

Keeps being bugged. Whenever I try to use it, it just saids Invalid target, making the quest incomplete-able.

This item is actually used during the Forced grounding quest. It's odd that it appears clickable and seems to give a quest by only finding it but until you get to the relevant quest by completing the previous ones in the questline (starting with The missing key), this object is useless.
