You get this by clicking the Concordace Codex Dispenser in Firim's Hideout in Zareth Mortis.

You can get rid of it by dropping and entering 'delete'.

You can replace a deleted one by going to the dispenser again.

This is a confusing item, not sure what to do with it, and made the terrible mistake of clicking on the dispenser to get another. I thought it would decypher more of the pages. Kept clicking because nothing seemed to happen. Never gave me the "you can only carry one of those" message it usually does. There are now 12 of them in my mailbox which cannot be deleted, so just have to wait the 29 days for them to disappear.

Do we actually need this for anything or is it like the codex in Korthia which I have yet to use.

Clicked the "Dispenser" several times (due to no in-game info at all), and ended up with several of these items in my mail box. Mail cannot be deleted, and if you have already one in your inventory, you cannot accept the mail either. So, deleting one from the bag, then getting the next mail, deleting one from the bag, getting the next mail, … Goddamn, Blizz, is it really that hard to fix such trivial crap? Either prevent that the user gets more than one, or allow deletion of the mailed items, or stop trying to fill our bags with pointless nonsense items at all, so simple. Too simple for you, I guess.

(For anyone who considers this "whining", don't worry, I've already unsubbed. The quality of this game has gone below any acceptable levels, not only since 9.2, but 9.2 is the final nail. Really didn't believe they would manage to make things worse, but you did, Blizz, grats. And no, this stupid item is not the main issue of this game/patch.)

You get one at the dispenser and then go to the coords listed by Bzarth, perhaps?
