The tooltip here on WoWHead are a bit off. I assume this is some level scaling or similiar.

The values at 70 are

Rank	Haste	Speed
1	1465	467
2	1603	511
3	1743	556

Also worth noting that if you are Dual Wielding these enchants, the chance to trigger remains the same, but once it triggers, the values stack. So if you are dual-wielding two weapons with Rank 3, whenever the effect triggers you recieve 1743+1743=3486 Haste.

I learned the hard way that Enchant: Enchant Weapon - Wafting Devotion and Burning Writt do not work on Bows and guns. This should be in the description. Icy-Veins had recommended these before I bought them. Later when they wouldn't work. I went back and these items had been removed from the suggestions. Only the engineering enhancements work.

Just a head up, you cannot apply this to your melee weapon if you're hunter but not in SV.

Utilise: Enchante une arme de manière permanente. Cette dernière fait parfois tourner le vent, ce qui augmente votre Hâte de 1743 et votre Vitesse de 556 pendant 15 sec. Ne peut être appliqué sur des objets d’un niveau inférieur à 180.
