I did some testing with this item, using leftover shadow flame sparks.

A: stacks additively. Having two of them adds their stat procs together , just like dual sophic devotion. Expect about a 600 substats buff, 10sec duration, with two of them using Dream sparks.

B: very high 5 RPPM, but a 10s ICD, so it can't refresh or have multiple stats buffed concurrently.

C: result is that it has an effective 60-70% uptime. If it weren't for the icd and it could have multiple buffs / refresh it would probably have an 80%+ uptime and be actually objectively good for many specs. As it is, it's a bit sub par for most.

I was alone and not able to test the second aspect of the effect, which is that having other people using it in your group "significantly increases the potency of the effect but reduces its frequency, up to two". So depending on how much that scaling is, it's entirely possible that having 3 or more people with it in a group makes it completely cracked. If someone else tests further, or I get an opportunity to do so myself, I will report back and update this or reply. Thank you!

486 ilvl gives buff of a 285 random secondary stat for 10 sec.
approximate up time is about 40-50%
