Anyone know the impact of keeping these and not ever turning in the quest? Can you resume the other quests within the zone eventually or does it doom your character never to proceed further in the quest chains?

These will not take you all the way to the surface if you descend to the very bottom of the lightless reaches (at the fatigue level), i did it and was still slightly below the surface.

Unfortuntly while i used this i missed the submarine if u would like to call it that i shot straight into air for fun came back down to land ontop of it i released and it took my body away leaving me to wait for it again

Beware, if there's a ship above you when you launch up, it is totally possible to launch yourself upwards, out to the surface, and ram the ships's hull, somehow causing you to take falling damage.

I actually did just that from the sea floor and died instantly when I rammed the underside of the ship near the Verne...

Look above you before you use these boots!
