Big packs of these guys spawn at 60, 30 (eight plus three on the sides nearby, 11 total); 65, 28 (eight plus two on the sides, 10 total); and 60, 17 (eight). These packs are the most bang for your buck, and what I recommend farming. It is possible to kill all of these packs without pulling the Nathrezim Arcanist nearby.

You've also got three packs of two (six total) around 65, 22. Three around 57, 30, three around 58, 25, and three patrolling with an elite around 59, 28. Most others are solo or just two.

Respawn timer is not quick (looks like 5.5 minutes), so don't be afraid to blow all your cooldowns and wreck a pack. Fly up in the air, alt+tab to Youtube or something and check back occasionally for the respawns, blow all your cooldowns again.

You gotta pace yourself or you will go nuts farming these clowns.

Could be wrong, but I think they messed up on the voice lines for these guys. When they die, they say stuff that seems like a voice line for either killing you or pulling aggro.
