You can buy the Azsh'ari Stormsurger Benthic Mail Armor (which is a re-color of this one) from Artisan Itanu (Alliance) or Finder Palta (Horde) in Nazjatar. After doing the quest chain to gain access to Nazjatar, there'll be a portal to Nazjatar in the portal room in Boralus (Alliance) or Zuldazar (Horde). The items cost Prismatic Manapearls, which are gathered through quests++ in the area. Might be easier to obtain than the war chests?
